Wikileaks releases CIA report on high value target assassination programs

Wikileaks has reportedly released a 5-year old CIA document that analyses both positive and negative effects of high value targeting of terrorist leaders.

According to ABC News, the US military has used high value targeting of insurgent leaders in Iraq and Afghanistan, and the CIA also uses drone strikes to target high value al Qaeda targets in Pakistan and Yemen.

The secret document titled "Best Practices in Counterinsurgency: Making High Value Targeting Operations an Effective Counterinsurgency Tool," dated July 7, 2009 comprises of 18 pages.

The Wikileaks published the report on its website on Thursday along with a press release stating the report was compiled by the CIA's Office of Transnational Issues and "weighs the pros and cons of killing "insurgent" leaders in assassination plots," the report added.
