Is this the 'most defining' photograph of the US shutdown?

This picture of a little kid outside of the closed gates of a National Zoo has hit the internet in all its cute glory. It has, as some are now calling it, become the most defining photograph of the US shutdown, that has forced various government agencies, institutes and organisations, including the zoos, museums, and even NASA, to close businesses.

The little boy, in his adorable little bear mask, holding on to the bars of the Zoo gate has tugged on the pretty “easy and emo” heartstrings of the online community. It all started with a post on reddit. And what followed was a barrage of “awws” and ts” and some other pretty bipolar reactions to the image across social media.
