Government formulating National Action Plan on birth and death registration

Union Minister of State for Home Affairs Kiren Rijiju has said that the government is formulating a National Action Plan on birth and death registration.

At the Ministerial Conference on Civil Registration and Vital Statistics (CRVS) in Asia and the Pacific held in Bangkok, Thailand on Friday, Rijiju claimed that India would achieve Universal Civil Registration by 2020, five years ahead of schedule. He said that under the Ministry of Home Affairs, the country had taken several initiatives to strengthen the CRVS in the country.

The government, Rijiju said, was committed to improve the CRVS by linking of governments welfare schemes with birth certificates, computerized registration, ensuring registration of all institutional births and deaths and use of CRS data for computing vital statistics and Planning. Noting that the task was by no means simple- it would be a big challenge for India to bridge a gap of 17% in birth registration and 33 percent in death registration, Rijiju said that 15 States had achieved cent per cent registration levels for births, 11 States had reached a level ranging between 80-99 percent and the remaining States had reported a level of birth registration in the range of 50-80 percent.

Lack of awareness among people on the need and importance of registration, low demand due to acceptability of alternate documents for availing basic services, involvement of multi departments and their lack of coordination, need for enhancing IT infrastructure at the lowest level, improving death registration, especially of women and children, and a strong political commitment remain barriers to birth and death registration.
