Twenty years later, according to top official sources in the Indian government, mounting evidence suggests that David Coleman Headley is a double agent of the CIA and the Lashkar-e-Taiba (LeT). FBI investigators have told India that Headley doesn't want to be questioned by Indian investigators, increasing suspicions that he is a 'double agent'.
Despite knowing about Headley's links with the LeT, one year before the Mumbai terror attacks, the CIA never informed Indian authorities when he was freely traveling through India.
