Indian foreign secretary Nirupama Rao on Wednesday refuted reports of China constructing a dam on Brahamputra River. India's National Remote Sensing Agency on Tuesday had said that the construction work was on at the Zangmu site on the Chinese side of the Brahmaputra River.
