N Srinivasan, Niranjan Shah stalling Lodha reforms: COA to SC

The committee has stated both former BCCI top officials as "disqualified office bearers with vested interest", who are trying to stall implementation of Justice Lodha reforms.

Former Board of Control for Cricket in India (BCCI) president N Srinivasan and secretary Niranjan Shah are likely to face the heat during the Supreme Court hearing on July 14 after Committee of Administrators (COA) submitted its fourth status report on Tuesday.

The committee has stated both former BCCI top officials as "disqualified office bearers with vested interest", who are trying to stall implementation of Justice Lodha reforms.

Though the report has slammed almost everyone in the BCCI, only acting secretary Amitabh Choudhary has been praised "for trying his best to implement the reforms". Treasurer Aniruddh Chaudhary, a known Srinivasan loyalist, has been described as a "mute spectator".

The COA has expressed its helplessness in building consensus among state units despite having the backing of Apex court.

"Such disqualified persons (Srinivasan and Shah) have a vested interest in stalling implementation of judgement because if the judgement is implemented, such disqualified person will have to relinquish control over their respective state associations," stated the point 12 of the status report.

The COA has also submitted an audio file along with the report with a motive to prove that "how these disqualified members tried to hijack" the Special General Meeting.

The COA has also blamed most of the state cricket associations in trying to find ways to accommodate their disqualified officials despite the SC ruling. This has been done in order to get clarity on "whether the disqualification also applies to members or just the officials?"

Invoke Article 142

COA has further requested the Apex court to "issue appropriate directions (including under Article 142 of the Constitution of India) to empower it with decisive powers.
It also wants SC to "direct the Registrar of Societies under the Tamil Nadu Societies Registration Act, 1975 to give effect to the New BCCI Constitution immediately upon the COA submitting the same to the Registrar.

The appointment of an ombudsman for BCCI is also on COA's agenda for July 14 hearing.

Kapil in players' body?

Further, COA has recommended names of former India captain Kapil Dev, Anshuman Gaekwad and Bharath Reddy as a part of the four-member steering committee that will help in the formation of a players' association as per Lodha panel recommendation.

The Lodha panel initially wanted GK Pillai, Mohinder Amarnath, Diana Edulji and Anil Kumble in the panel.
Amarnath recused himself from any such position while Kumble and Edulji communicated their inability to be part of the Steering Committee for different reasons. Pillai still remains in the steering committee.

COA has also requested for replacements of Ramachandra Guha and Vikram Limaye.
