The Committee of Administrators (COA) for the Board of Control for Cricket in India (BCCI) on Sunday barred ex-officials of the Indian Premier League Governing Council (IPLGC) from attending the auction in Bengaluru on Monday.

As per a COA diktat, former vice-president of BCCI CK Khanna, treasurer Anirudh Chaudhary and joint secretary Amitabh Chaudhary are not entitled to attend IPL auctions as their undertakings are still pending in the Supreme Court (SC).

The status of IPL Commissioner and Uttar Pradesh Cricket Association President Rajiv Shukla is not clear. If BCCI sources are to be believed, Hemang Amin, who has been associated with IPL since 2010, has already been authorised by the COA to take charge of all necessary arrangements for the smooth functioning of the League.

The COA, in relation to other members of the GC, has left it to them to interpret and decide on their own whether they can attend or not. "Only those office-bearers who aren't disqualified with regard to the orders issued by the Apex Court are entitled to attend the auction," it said. The COA mail is clear enough that Shukla, who has been ruling UPCA for over one decade, has no role to play in BCCI politics.

Rattled by this latest development, disgruntled and ousted cricket officials from states have decided to try and stall the ongoing reforms by approaching the SC in a last-ditch attempt, by discussing the losses after the last International Cricket Council's (ICC) meeting on February 4.

Senior counsel Kapil Sibal is likely to mention the case on Monday, a few hours before the crucial IPL auction. DNA has learnt that Shukla has no further role to play in IPL now. He was disqualified after the SC order on July 18, as he was UPCA's secretary for over a decade. It is important to mention that Shukla resigned as IPL Commissioner following the 2013 spot-fixing saga.

According to the COA, only Cricket Association of Bengal (CAB) President Sourav Ganguly and Mumbai Cricket Association Joint Secretary PV Shetty are the two erstwhile IPLGC members deemed eligible to attend Monday's auctions.
