Implement 15 steps by Oct 15, Lodha Panel tells BCCI

The committee also asked the BCCI to file a detailed report about what action has been taken by it by August 25.

Brushing aside the question raised by former Justice Markandey Katju about the legality of the panel, the Supreme Court-appointed Justice RM Lodha committee on Tuesday categorically instructed the Board of Control for Cricket in India (BCCI) to implement a 15-step reform by October 15 ranging from constitutional reforms to principles of awarding various contracts including lucrative TV rights.

The committee also asked the BCCI to file a detailed report about what action has been taken by it by August 25.

While delivering the judgement in the 2013 IPL betting and spot-fixing case on July 18, the Supreme Court had given the BCCI six months' time to implement the reforms suggested by the Lodha Committee.

The six-month period dead line would expire January 17. The Lodha Committee gave the new deadline to BCCI secretary Ajay Shirke on Tuesday after he was summoned by the three-member panel at a city hotel.

The committee had also summoned BCCI president Anurag Thakur. But Thakur, also a Lok Sabha MP, could not appear citing the Parliament session. The meeting lasted for more than an hour.

According to a source close to the Lodha panel, "BCCI has been given a specific timeline by the Lodha Panel to implement 15 specific steps related to constitutional amendments by October 15. For initial six steps, the cricket body was asked to implement by September 30 and rest by October 15.

"It refers to amendments in Memorandum of Association (MOA), the documents of the state cricket bodies' constitution, principles of awarding contracts," the source added.

It was learnt that Shirke spoke about practical difficulties in implementation of a few of the recommendation like one state, one vote, age cap of 70 years, nine-year tenure and three-year cooling off period.

Recently Justice Katju, who has been hired by BCCI for legal advise, has questioned the legality of Lodha panel and the order passed by the Apex Court appointing the panel.

BCCI officials have come out saying a review petition would be filed in the apex court soon.
