High Court refuses to bail DDCA out, India-Sri Lanka tie shifted to Ranchi

Every time Delhi was allotted an international match, Delhi & District Cricket Association (DDCA) used their age-old practice of approaching the High Court to get all necessary permissions – albeit provisionally – citing "public interest".

On Friday, DDCA acting president Chetan Chauhan yet again reached the HC premises with the hope of getting one more permission to hold the India-Sri Lanka T20 game here on February 12. But the division bench of Justice S Muralidhar and Justice Vibhu Bakhru refused to entertain Chauhan's plea this time, asking DDCA "why necessary permissions have not been attained from the time of holding India-South Africa Test in the first week of December?"

As such, Board of Control for Cricket in India (BCCI) shifted the game to Ranchi.

Chauhan immediately withdrew his petition when the two-judge bench warned DDCA "why can't strictures be passed against the cricket body for not complying with rules."

Chauhan soon contacted BCCI secretary Anurag Thakur to inform him about the development.

"We told BCCI officials that we will have all the compliance certificates ready for the World T20 but it will not be possible to get all clearances before February 12," Chauhan said.

dna has learnt that South Delhi Municipal Corporation raised around 60 objections when DDCA applied for the Provisional Occupancy Certificate (POC). In fact, even the division bench of HC told DDCA that "there is nothing called provisional certificate, which you have been asking for."

In 2004, just before the then Pakistan president Pervez Musharraf was to attend the India-Pakistan game in Delhi, the Delhi HC had given the provisional completion certificate to DDCA on special ground for the first time. But even after that, DDCA has taken advantage and kept going back to HC with the plea.

It is learnt that DDCA's patron Manjeet Singh, who is part of BCCI's tour and fixture committee, misinformed Thakur about having all the compliance certificates.

"I know Manjeet said DDCA is ready but I do not think he mentioned about having the compliance certificates. If he has said so and it is there in the BCCI minutes of the meeting, we will surely pull him up," Chauhan said, added despite knowing neither he not anyone else in DDCA can initiate action against Singh till the time he has Khanna's protection.

It will also now be an uphill task for DDCA to get all the certificates from various government agencies before the Delhi HC deadline expires on March 31. Given that DDCA coffers are nearly empty and BCCI is reluctant to bail it out due to the corruption charges levelled against its top bosses, this is yet another black mark on DDCA and the Ferozeshah Kotla.
