Former Delhi players seek affiliation as DDCA runs out of time, money

The move has come at a time when DDCA request to conduct an Annual General Meeting has been rejected by the Registrar of Companies for its failure to conduct the same for the last three years

Former Delhi cricketers, under the leadership of legendary left-arm spinner Bishan Singh Bedi, took a step forward in forming the Players' Association on Sunday as per the recommendations of Supreme Court.

The move has come at a time when Delhi & District Cricket Association's (DDCA) request to conduct an Annual General Meeting has been rejected by the Registrar of Companies (RoC) for its failure to conduct the same for the last three years. It has also been confirmed through an RTI reply that DDCA has failed to even submit balance sheets after the year 2012-13 which attracts penal provisions as per Section 137 of the Companies Act 2013.

DDCA office-bearers are in default and technically are deemed to have "vacated office" after 180 days i.e. six months of the first balance sheet of 2013-14 having become due for submission to RoC. Hence, the DDCA officials now not just face the possibility of unceremoniously removed from their positions but also face prosecution which can go up to six months of imprisonment or a fine of Rs 1000 per day from six months after the first balance sheet of 2013-14 became due.

That's why mostly all the former Delhi cricketers' under the banner of National Capital Territory Cricket Association (NCT) decided that "they would stake claim for a legitimate players' association and would seek BCCI's affiliation directly as per the recommendation of Justice Lodha panel".

DDCA convenes EC meeting

Meanwhile, DDCA president Sneh Bansal has convened an Executive Committee meeting on Tuesday to discuss future course of action.

DNA has learnt that DDCA top brass has been trying to find ways to conduct elections minus Justice Lodha panel recommendations for some time now. This has been the result in of Delhi High Court's decision to install retired Justice Mukul Mudgal as administrator to conduct all the international matches since last 11 months.

Former Test all-rounder and Member of Parliament Kirti Azad has termed the November 15 EC meeting as illegal and written a letter to Justice Lodha panel to ensure that "no AGM should be allowed to take place till SC recommendations are fully complied by DDCA".

"Please see the notice issued by the DDCA president, announcing an emergent meeting of the Executive Committee on 15 November, 2016, which amongst other things, shall be finalising the date of the AGM," Azad has written to Lodha panel.

No money, no cricket

Last but not the least, DNA has been told by a top DDCA official that "there is possibility that cricket in the capital may come to a halt from December because of the financial crunch".

"We've approximately Rs 91 lakh left in our bank accounts because of the fact that BCCI has not released any money to us. Taking into account that employees salaries of nearly Rs 40 lakhs per month and electricity bill of nearly Rs 11 lakh, there is every possibility that no money will be left to conduct cricket in Delhi after 45 days," was how a senior official said.

It is important to mention here that BCCI has kept DDCA's share of subvention money on hold for last three years because of the later has failed to submit the balance sheets for the said period. All eyes are now on Delhi High Court which is likely to pronounce its judgement on Wednesday following the status report submitted by Justice Mudgal.
