Mumbai: I don't think that the BMC is justified at allin its demand that a share of the betting tax collected from horse-racing events be given to them. It is a known fact that the state government is entitled to this money, then how can the BMC make such demands? The civic administration is not providing any services for horse-racing events, so how can they claim a share of the proceeds?

Only if the BMC is committed to delivering better services should it probably get some percentage of the betting tax collected by the state. Being the richest civic corporation in the country, they need to ensure that they are completing pending projects. We have seen the BMC promise more and not deliver later. It was only recently that the BMC has decided to ask for a 50% share in charges collected by way of stamp duty, registration fee and professional tax. This entire sum is currently collected and is retained by the state. Similarly, now again due to the effects of global meltdown and recessionary trends, they are asking for a part of the betting tax collected. There must be some reason for the same, but it just doesn't seem convincing enough. I'm not sure if the state will give in easily to such demands.--Nauheed Iran

The civic administration claims that global meltdown has affected its income from money spinners like octroi. I don't think that there is much transparency on this front. Every year during monsoons, a lot of promises are made, they spend a lot of money but we rarely see results. People don't trust the BMC much as despite getting revenue they are not doing much to improve the city.--Chandrika Sanghvi
