Is the Congress returning to power simply because it is the lesser evil?

In the 2004 Maharashtra general assembly elections, the Congress-NCP combine won 140 out of 288 seats. This time, they are poised to win a simple majority.

In the previous assembly elections in Arunachal Pradesh, the Congress won 32 seats, a result that the party is set to improve upon this year.

In Haryana, however, where the Congress won 67 seats in the last assembly elections, it is falling far behind its previous result and may not get a majority on its own.

Is the Congress returning to power in these three states because of its strong track record as an able administrator? Or simply because it is the lesser evil? Tell us what you think.
