Twitter has announced that users can now receive direct messages from any user, regardless of follows. While this was introduced sometime in 2013, it was only limited to a small group of people.

Twitter has now made the setting universal, while also allowing users the option to toggle it back. Simply unckeck the "Receive direct messages" box on your "Securitt and privacy" page and you're good to go. Until now, You could only receive direct messages from a user you were following. The new feature will allow brands the chance to reach out to customers and vice versa, without having to actually tweet out a publicly visible message.
