GNLU to study efficiency of Guj fast-track courts

The state government has entrusted Gujarat National Law University (GNLU) with the task of conducting a survey to determine the efficiency of speedy courts that it had set up some time ago for quicker disposal of cases. It has also granted Rs5 lakh to the law varsity to measure the efficiency of these fast-track courts, evening courts, Lok Adalats and Nari Adalat in the state.

The university has formed a committee for the purpose. It is called Swarnim Gujarat on Legal Reforms that includes senior faculty members, a core team of 12 student members and over 20 students as research assistants. The team will carry out research projects.

However, legal pundits differ on the issue of survey. They concede that such a survey can be conducted for academic reasons, but most of them opine that it should exclude the measuring of speedy courts because none can conduct such a survey for public use without the consent of the high court.

However, GNLU vice-chancellor Bimal Patel said, “We are going to conduct this survey as a university, and the government has also funded the project to assess the efficiency of these speedy courts.”

The coordinator of the project, Dr Tarkesh Molia, said the university would carry out a full-fledged field survey of all the districts in Gujarat. He further said that the target groups and the stake holders had already been identified, it included lawyers, judges, litigants, and police personnel among others.

“The questionnaires are ready; the field survey is scheduled to begin in the month of July when the university reopens after the break,” he said, adding that after the survey gets over, a comprehensive report will be created which will include an appraisal of the existing system, its efficiency and recommendations, if any for the state government.

The Vision 2014 plan of GNLU’s paramount objective is to create an effective interface between the law and the society as well as to further the interests of the legal fraternity.
