Advocates more ex-ecutive-level cops to deal with ‘complex security problems’

NEW DELHI: The policing apparatus of the country is in for a greater role in devising the internal security policies of the country in future, if the idea floated by prime minister Manmohan Singh at the DGPs’ conference here on Sunday is an indication.

While Singh spoke about the deficiencies of the police and intelligence network to deal with the current “complex security problems”, he also strongly advocated the drafting of more executive-level police officials in the home ministry. This, he felt, would help to meet the internal security challenges ahead. The home ministry now has two special secretary level posts reserved for the IPS cadre.

 Singh also mooted the idea to set up a committee of five DGPs of states on a rotation basis, to advise the Centre on police-related legal issues and thus make the force more efficient.

With recent developments related to even the definition of terrorism acquiring a communal colour and dangers posed by such insidious tendencies to the internal security, Singh set a clear goal for the police and security agencies to deeply study such a mindset. “It is important for the police to have a proper understanding of the complex forces that are at work in the country,” he said.

Singh did not hide his displeasure on the security apparatus’ failure to check Left wing extremism that he felt was a more serious challenge faced by the country. “The measures taken so far have not produced any results. The police needs to demonstrate greater resourcefulness and strength on both the intelligence gathering and response time fronts,” he said.

On the communal violence that was undermining the secular fabric of the country, Singh not only devoted considerable time to explain this challenge, but also had a clear message for the police. “Whatever be the circumstances, do not remain a passive spectator to thwart communal forces’ deliberate efforts to disturb peace,” he said.
