Harvard will help BMC manage disasters efficiently.

The BMC, Hinduja Hospital, Life Supporters Institute of Health Services, and the Mumbai University are starting the Mumbai Emergency Management Exercise (MEMS) from November 3 to 9 to scrutinise the existing disaster management plans and plug loopholes, if any.

A three-member independent team from Harvard Humanitarian Initiative (HHI) will look into the exercise and submit a report to the civic body. HHI is known for its expertise in combining public health, medicine, and research to reach out to people affected by war and disaster.

Also, 23 trainers from New York Presbyterian Hospital will teach city doctors, nurses and paramedics how to stabilise a patient before the arrival of specialists.

The MEMS will have doctors and paramedics trained in the new concept of ‘platinum’ instead of the old ‘golden hour’. “We are trying to shift the concept from 60 minutes of golden hour to 10 minutes of platinum hour,” said Dr Paresh Navalkar, director of Life Supporters Institute of Health Services. “Nurses and paramedics will be trained to give pre-hospital care that might save a victim before he/she reaches the hospital.”

Resident doctors from civic hospitals as well as private hospitals would be trained to deal with the sudden flow of patients in the wake of a disaster. A mock drill is also being planned at Shivaji Park on November 7 where at least 100 people would be taken to nearby hospitals.

“This would give an idea about the preparedness of hospitals,” said Kishore Gajbhiye, additional municipal commissioner. The HHI will supervise and analyse the drill and submit a report to the BMC.

The drill will also have special coordination exercises for the fire and police departments and ambulance service providers. “They will receive tips on inter-agency communication, which is crucial in a disaster,” said Navalkar.
