Five criteria were considered while assessing state IAS officers

MUMBAI: Though the assessment of IAS officers by chief secretary Johny Joseph did not go down smoothly for a couple of seniors, it has had a positive impact on the efficiency of many. Files have started moving fast, proposals for recruitment and promotions have been expedited and assurances given in the state legislature are being referred to.

Joseph’s first quarterly assessment in the fiscal year, appraising 54 IAS officers in Mantralaya had created an uproar. Principal secretary Neela Satyanarayan wrote a letter to Joseph, challenging his accountability. “Nobody has openly questioned the act except for Satyanarayan, nor has anybody approached chief minister Vilasrao Deshmukh as was reported. The meeting called by Joseph immediately after the news broke out was attended by all secretaries except two,” said an official from General Administrative Department.

The five criteria on which the appraisal was based were disposal of files, expenditure under the developmental plan schemes of the state and centre, recruitment of staff, compliance with the assurances given in the legislative assembly and compliance with the audit paras of the public accounts committee. Sources said the officials performed badly in expenditure of plan and compliance of assurances.

Joseph said, “We are going as per the new assessment system—All India Services (performance appraisal report) Rules 2007—which directly appraises departments, grading them out of 10. The officials have the right to appeal, which can be taken up to the president of India.”

Non-IAS officers hailed Joseph’s report card. They felt that many IAS officers did not even carry out their primary responsibilities.

Joseph said the five criteria had a weightage of 30 % in the overall assessment. Ministers’ remarks on the IAS officials accounted for 70 %.
