The Bombay High Court, in recent weeks, has come down heavily on the increasing tendency of coaching classes poaching upon colleges under the University of Mumbai and taking away their teachers on part-time or full-time basis.

The court is wondering how all this can take place right in front of the eyes of the University and more importantly, under what provision of law a teacher can teach at two places at the same time.

Students of all streams are unanimous in their opinion that the quality of education being given in coaching classes is far superior to the teaching provided at colleges under universities.

In fact, there are no official classes run by universities for coaching students for the Common Entrance Test (CET) to engineering and medical colleges.

Experience of consumer organisations have shown that coaching classes have innovated with time to provide better quality of teaching. In addition to better professors, there is an intense pressure on these classes to show better results than their competitors, which means market forces are driving them to improve with time.

Better working conditions, more pay and result-oriented rewards spur more and more teachers to take to teach at coaching class than a college or university.

All government organisations (and this includes the universities) have a problem in finding ways and means to motivate their staff to perform better. It’s strange that, while teachers in medical colleges are allowed to carry out private practice when they are not on duty and government pleaders are allowed to appoint hi-tech counsels to fight important cases in courts, there seems to be some sort of  problem when a teacher on the payroll of a university works overtime to make extra money.

The plea that good medical teachers are not available and hence the government is making an exception for them to work outside, has led to a situation wherein the medical teacher gets his pay packet as per the University Grants Commission scales and still earns additionally through private practice.

Why the same analogy cannot be applied to good teachers in other streams (and there is no dearth of them in today’s education-biased systems) will remain a mystery.
