‘Tough to apply e-governance'

The Brihanmumbai Municipal Corporation (BMC) has conceded that there are implementation issues in e-governance.

However, the civic body officials said since it had already set reforms in motion, it was too late to stall the process and revert to the old manual system.

Additional municipal commissioner Srikant Singh and joint municipal commissioner V Radha, while making a presentation on SAP implementation at BMC headquarters on Friday, agreed that there were hindrances in the implementation of e-governance initiatives.

In September, when BMC had intentionally slowed down the system for three days on an experimental basis, citizens had strongly objected to the move.

“It is not easy to stall the process even if we want to, as the change has already set in the system. A majority of users have appreciated the system, as it lends more transparency and accountability with minimal touch points,” said Singh.

Pointing to implementation issues, V Radha said the MTNL could not cope with BMC’s requirements of lease lines.

Also, even after 1,500 groups have undergone training, more groups need to be trained. “We are in the first year of implementation of SAP.

We are bringing in change and spending less than 1 per cent from the budget. We are in stablilisation phase now and yet to undergo reforms,” said Radha.

A service centre to address user complaints will be set up at the BMC headquarters in six months. Also, plans afoot for BMC to set up a backup data centre in Nagpur in case of a catastrophe in Worli.

BJP corporator Ashish Shelar had earlier alleged that BMC had overlooked the recommendation of using Oracle to support the ERP model by its IT partner Tata Consultancy Services.
