BEST facing loss, GM blames employees union for loss

MUMBAI: With the city's famed Brihanmumbai Electric Supply and Transport (BEST) buses division expected to make a loss of Rs 142 crore between 2008-09, the
organisation's chief on Wednesday squarely blamed the employees union for the continuing losses in the sector.
    
General Manager of the BEST Uttam Khobragade while presenting the budgetary estimates for 2008-09 said that almost 96 percent of the revenues earned by the transport division went towards payment of employees, many of whom were not contributing to revenue generation.
    
All capital expenditure in recent years had been made either due to loans or from revenue generated through the commercial use of land available with the BEST, he said.
    
"We cannot draw any funds from the electricity supply side for investment in the transport side since the revenue would be needed to fund capital expenditure in that sector," Khobragade said.
    
The BEST plans to invest Rs 443 crore in their electricity wing in 2008-2009.
    
Khobragade, who has been taking on the employees union in the past year by meeting with employees at bus depots, alleged that the union leaders were "squarely responsible for the financial and economic deterioration of this organisation."
    
He also pointed out that a cost of Rs 100 crore had been incurred by the BEST on account of paying certain allowances under coercion from the union, which had called a strike earlier this year.
    
"There is a need to re-organise the entire Transport Division to reduce the non-renumerative expenditure on the establishment side," Khobragade said.
