'Minorities have lost faith in govt’

Muslims want to know the status of the implementation of the Srikrishna report

Back from a visit to Maharashtra, the National Commission for Minorities (NCM), has observed that members of the minority communities, especially Muslims, have lost faith in the state government and administration, especially in view of the prolonged delay in implementation of the suggestions and findings of the Srikrishna Commission report on the 1992 Mumbai riots.

Members of the commission had visited Mumbai to pursue with the Maharashtra government the status of the implementation of the Srikrishna Commission report.

The demand to implement the findings of the report had gained momentum after the legal proceedings in the 1993 blasts trial ended. The state government had also assured speedy implementation of the report.

However, the NCM, following its visit, was not impressed with the state government’s pace of implementation.

“Minorities, especially Muslims, are living in fear in the state. Relatives of the 1992 riot victims have lost faith in the state administration. Even now, if an offence is committed against them, they feel scared of going and reporting it to the police since they feel that the police would hound them just because they belong to the minority community,” said Mohamed Shafi Qureshi, chairperson, NCM.

The commission also had an interactive session with members of the minority community to get first-hand information on their problems.

“A woman told us that when she visited a police station to enquire about her brothers, the police mocked at her and made obscene remarks and gestures,” Qureshi recalled. If law enforcers become antagonistic towards the common man, who will dispense justice, he said.

However, the state government has assured the NCM of speedy implementation of the Srikrishna Report.

“The chief minister himself assured us that cases would be reopened and a fast-track trial would be held,” said Qureshi. However, the commission has not been apprised of any timeframe for the implementation of the report nor has the government given any written assurance.

The NCM has also asked the state government to compensate the victims of the 1992 riots by an amount equal to the one given to the victims of the anti-Sikh riots of 1984.

The government has also agreed to act quickly against the 38 police officials indicted in the report.
