Perilous buildings to be evacuated immediately

After a series of incidents of building collapse, or portions of buildings crashing down, the Brihanmumbai Municipal Corporation (BMC) has decided to evacuate residents from a building as soon as it is declared dangerous by issuing warning notices. It will also table a bill to carry out structural audits for buildings that are 15 years old
or older.

Asked about the evacuation process, assistant municipal commissioner of R Central ward, VV Shankarwar said once the 354(A) eviction notice is served, “We will take permission from the municipal commissioner to disconnect water and electricity supply to the tenants.”

Shankarwar was in charge of cordoning off the area around Laxmi Chhaya, the building that collapsed in Borivli (West) and declaring it a no-man’s zone. BMC will also make structural audits compulsory, and if residents fail to carry this out, they will be fined Rs50,000.

In 2006, 103 buildings were identified as dangerous by Mhada, but only 76 were evacuated. The remaining 11 that were not, are also on this year’s list of 71 rickety buildings.

According to RG Karkhanis, deputy chief engineer of the Mumbai Building Repairs and Reconstruction Board (MBRRB) for Wards A to D, “Henceforth, when a building is declared dangerous and tenants refuse to leave it, we will have to forcibly evict them.

Executive engineers from the MBRRB will issue warning notices for vacating the building, whereby tenants will have to submit their documents proving their tenancy. The evacuation notice will be issued only after receiving these documents, and alternate accommodation in transit camps provided only after the evacuation.”
