NEW DELHI: In a move that assumes significance in the wake of the Nithari serial killings, the government on Friday set up a National Commission for Protection of Child Rights.

Magsaysay awardee Shanta Sinha has been appointed the chairperson of the Commission, which will ensure proper enforcement of child rights and effective implementation of laws and programmes relating to children, according to an
official release here.

The Commission can enquire into complaints and take suo motu cognisance of matters relating to deprivation of child rights, non-implementation of laws providing for protection and development of children and non-compliance of policy decisions, guidelines or instructions aimed at their welfare.

It can announce interim relief for children and can issue directives for remedial measures to the state governments.

Besides a chairperson, the Commission will also have six members.

The Commission will examine and review the legal safeguards provided for protection of children and recommend measures for their effective implementation.

It will study all factors that inhibit the enjoyment of rights of most vulnerable children affected by terrorism, communal violence, riots, natural disaster, domestic violence, HIV/AIDS, trafficking, maltreatment, torture and exploitation, pornography and prostitution and recommend appropriate remedial measures.

The Commission will also inspect any juvenile custodial home or any other place of residence or institution meant for children.

The powers of the Commission include summoning and enforcing the attendance of any person and examining him on oath and requiring the discovery and production of any document.

It can also receive evidence on affidavits, requisition any public record from any court or office and issue commissions for the examination of witnesses and documents.
