UPA allies want amendment in Constitution

NEW DELHI: The unease in the ruling UPA over the Supreme Court order that creamy layer should be excluded from SC/ST reservation was evident on Wednesday with at least two UPA allies demanding an amendment in the Constitution to protect the rights of the weaker sections.

The demand came from LJP Chief and Union Minister Ram Vilas Paswan and Deputy Leader of RJD in the Lok Sabha Devendra Prasad Yadav amid raging controversy over the order which has evoked sharp reaction from several non-Congress and non-BJP parties.

A section of the Congress is questioning applicability of the creamy layer concept for Scheduled Caste and Scheduled Tribe in the current context. A senior leader said that the concept cannot be applied to these weaker sections as long as backlog in appointments and promotions existed.

The Congress has so far played a cautious role in the matter taking the plea that it was studying the judgement.

Paswan at a press conference said that the LJP Central Committee adopted a resolution demanding amendment in the Constitution to protect the rights of the creamy layer among SC and ST and setting up of a National Judicial Commission.

He said the meeting demanded that a National Judicial Commission should be constituted in which representatives of SC, ST, OBC and minorities must be included.

LJP also demanded that there should be representatives of SCs and STs in the Supreme Court and High Courts.

Yadav in a statement too demanded amendment in the Constitution and meeting of the UPA Coordination Committee to discuss the situation arising out of the apex court order.
