War plans for 20 years have been compromised

NEW DELHI: The navy’s network-centric operation plans and procurement strategy for the next 20 years, the Centre’s military strategy and deployment vis-à-vis the Sir Creek dispute with Pakistan, and the military’s latest assessment of its vulnerable areas are among the secrets leaked out in the navy War Room case.

This has been revealed in the chargesheet filed by the CBI on July 3. DNA has a copy.

“With this compromised information, enemy country/terrorists can know exactly what are the future naval Network-centric Operations for the next 20 years and can accordingly plan their strategies,” the chargesheet says.

It raises serious questions about the way the navy and the defence ministry handled the case, misleading the nation into believing that only commercial information went out.

The CBI found that the files created on July 11, 2005, were on a Pakistani war game, based on information obtained by Indian intelligence agencies “on the prospective plans of an enemy country”.

Intelligence agencies had “intercepted this sensitive information on Pak operations”. Based on this the navy had done its “counter planning, which has now been compromised”.

The file on Sir Creek found on the accused “gives details about the deployment made by the Indian Navy in the Gulf of Kutch area and the various exercises which are being conducted” involving elements from the “army, air force, and coast guard. It also gives details about the assets of the Border Security Force, its infrastructure, training of water wing personnel…”

The prime accused a retired navy commander and dismissed Wing Commander Sambhaji R Surve.

From Surve’s residence, the investigators found 18 slides of “Joint Service Study Group (JSSG) on the ground-based Air Defence Weapon System”, which is a joint effort of the army, navy, and air force. The JSSG is “a very sensitive study” to identify the country’s vulnerable areas, compile and mark them, and update the threat perception to the nation, based on which the weapon system was to be developed. This, too, has been compromised.

Asked about the CBI’s revelations, a defence ministry spokesman refused to comment. He said: “The ministry will take the required action at the conclusion of the case.”
