Rating system planned for hospitals

NEW DELHI: In a bid to bring about accountability in hospitals, the Centre plans to introduce a rating system among private and government hospitals across the country, Union Health Secretary P K Hota said here on Saturday.
 
"This will be a dynamic and continuous rating system to check deficiency in service in the health sector. Hospitals, both private and government ones, will be invited to register themselves and given accreditation depending on their technical capabilities, prevalent expertise and protocol," he said.
 
He was speaking at a two-day seminar organised by the National Consumer Disputes Redressal Commission on Deficiency in Service by Hospitals and Doctors, which was inaugurated by
Justice Arijit Pasayat of the Supreme Court.
    
Consumer Affairs Secretary L Mansingh said a committee headed by the Union health minister will monitor the accreditation process of hospitals.
    
For this, accredited agencies would be employed by the committee to conduct regular inspections on the registered hospitals, he added.
 
Justice M B Shah, President of the National Consumer Disputes Redressal Commission, said consumer complaints mostly dealt with "apparent wrongs" on the part of hospitals and doctors.
 
"Apparent wrongs are in other words called 'deficiency of service like administering massive overdose of drugs and steroids, faulty surgery, etc," Shah explained.
 
Shah said the consumer courts were reeling under the load of cases with about 15,000 in Mumbai, 33,000 in Uttar Pradesh and almost 7,500 in the National
Commission.
    
"Lack of infrastructure is a huge roadblock to the smooth functioning of the courts. We (National Commission) have not been able to do our work for two days owing to load-shedding here," he added.
 
AIIMS Director P Venugopal said efforts have to be made to improve primary healthcare.
