Ward office pays Rs1.89 lakh to contractor, account dept objects

While paying the money, Bibvewadi ward office did not check if the contractor had enclosed the required documents.

The account department of the Pune Municipal Corporation (PMC) objected to the payment made to Malai Enterprises, a firm given the contract to lift the debris in the areas falling under the jurisdiction of the Bibvewadi Regional Ward office.
The enterprise was paid Rs1.89 lakh for the work which was to be done in a duration of six months. The company claimed to have done the work in two months wherein it collected 1,500 tonne of debris by ferrying the trucks 300 times. However, while paying the money, the regional ward office did not check whether the contractor had enclosed the documents having detailed description of the spots from where the debris was collected and the spots where it was dumped.

It was in this regard that the account department of the civic body raised objections. The department in its report stated, “The ward office should verify the spots of collecting and dumping the debris before making the payment. In this case, if the debris has been dumped in a spot where it should not have been dumped, then the civic body will have to float a tender for the collection of debris from that spot all over again.”

In another work of debris collection from various areas under its jurisdiction, the same ward office did not verify the places from where the debris was collected and the places where it was dumped. In this work order, the ward office had made a payment for 330 truck ferries.

Similarly, the account's department raised doubts over the work done by contractor and the payment made to him. The ward office was asked to collect a fine of Rs2,500 from a contractor who had not levelled manhole chambers on a road going towards Gangadham Society in Mithanagar ward. The contractor was paid for five such manhole chambers which were not levelled as per the road surface.

Initially, the account department demanded explanation from the regional ward office but after receiving no response, it has now forwarded the report to the standing committee for its perusal for further action in its meeting to be held on Monday.
