Pune RTO sees rise in outstation vehicle regn; techies ignorant

As many as 2,259 outstation vehicles have been registered with the Pune Regional Transport Office in the last 18 months. Information technology (IT) professionals and students usually prefer to bring their vehicles along with them. However, a large number of people are unaware that they need to register their vehicle with the Pune RTO.

Majority of the IT professionals do not get time over the weekdays and they are also not aware about the process of paying the road tax and how to get their vehicles registered with the Pune RTO.

Rishi Bhardwaj (40), who is working with Amdocs, said, “I came to Pune four years ago. I was finding it tough to commute in the city, therefore I had to get my car from Delhi. As we have time only on weekends, I could not get it registered with the Pune RTO.”

Ramchandra Dhage, police inspector (traffic branch), Pune city, who moved from prosecution to administration recently, said, “The vehicles that come from other states have to get registered with the Pune RTO in 30 days. However there is no way we can know when the vehicle comes to Pune. There is nothing much we can do about it.”

He said most of these are IT professionals. As per the law they should take out time and follow the rules if they know they have to be in the city for more than 30 days.

Nitin Kulkarni, an RTO employee who deals with transfer of vehicles at the Pune RTO, said, “There has been an increase in the number of outstation vehicles registered in the last 18 months with the Pune RTO.

“Once all the documents are submitted to us, we send the documents to the RTO where the vehicle is registered. The entire process takes 60 days.” he added.

Documents needed
If people want to register their outstation vehicles with Pune RTO, along with a checklist of documents, they have to submit:

1. No Objection Certificate (NOC) in Form 28 issued by original registration authority in 2 copies (Original).

2. Original RC book.

3. Valid insurance certificate (photocopy)

4. Valid Pollution Under Control certificate (photocopy).

5. Invoice receipt i.e. Original vehicle purchase receipt.

6. Entry tax or NOC of Maharashtra state entry tax department, if the vehicle is brought in Maharashtra within 30 days from date of registration.

7. Address proof of Pune region with affidavit on Rs100 stamp paper with I-card sized photo on affidavit.

8. Affidavit of non-stolen vehicle by registered owner.

9. Form No FT, 20,26,27,33 or 29/30 to be filled.

10. Pencil print of chassis number.

11. NOC from police commissioner’s office, Pune.

12. Registration fees for two-wheelers: Rs180 and four-wheeler: Rs320

13. NCRB Vehicle inquiry report (on www.ncrb.nic.in)

Time taken for registration: 60 days.
