The rape of a destitute woman in the premises of Pimpri Chinchwad Municipal Hospital at Bhosari has raised the critical issue of safety of women patients and lack of security arrangements made by civic body.
In May 2009, the Bombay High Court had issued guidelines making it mandatory to deploy women security guards at the women wards of all the hospitals as well as to install CCTV cameras at the entry and exit points.
However, there are no women guards or CCTV cameras in Bhosari Hospital where the rape took place. Barring the Yashwantrao Chavan Memorial Hospital (YCM) Hospital. none of the PCMC hospitals lack these facilities.
Chief medical officer Dr Anil Roy admitted to this. “The health department has asked for more women security guards. We have also been demanding CCTV cameras, but our request is pending.”
Meanwhile, Shiv Sena corporator Seema Savale has demanded termination of the security agency LMC, to which the rape accused guard belonged. The agency allegedly belongs to a local political leader in the area.
Savale alleged that the PCMC officials were neglecting the work of verification of a candidate who came for the post of a security guard.
“The guidelines set by the High Court in May 2009 about the security of the hospitals has been neglected by the PCMC. The authorities should dismiss its PCMC employee and also terminate the contract of the agency,” she added.
The Pimpri Chinchwad Municipal Corporation (PCMC) hired three agencies in February 2013 for one year. LMC is one of them. The incident has also raised a question whether there was proper police verification of the security guards before appointment.
When asked about the action taken on the agency, PCMC assistant comissioner Asha Durgude said, “There is a provision of police verification in the agreement. The documents of the candidates are submitted to the civic body. There is also the to terminate the agency’s contract if the security guard’s involvement in the crime is proved.” The health department has also issued show cause notices to a wardboy, a nurse and the liftman who were on duty at the time of the incident.
