Pune : It seems that the tables have been turned in the case of Supreme Court lawyer Vineet Dhanda, who was booked by Vishrambaug police station for alleged rash and negligent driving and misbehaving and roughing up with Quick Response Team constables and police station officials on February 27 after his car dashed a moped in front of Dagadusheth Ganapati Temple.

The internal inquiry asked by the Deputy Commissioner of Police (Cyber) Rajesh Bansode, which was set up after Dhanda complained that false charges were leveled against him, revealed that in the CCTV footage and cellphone shooting by the same constable, Adv Handa was neither seen snatching the gun of the constable nor getting inside the QRT van which was parked near the temple or even abusing the constables.
The internal inquiry report which Dhanda acquired using the Right to Information (RTI) Act from the police commissionerate proved that the cops had leveled false cases against him to tarnish his image in the society.
DCP Bansode, who was investigating the case, has stated in the report that had Police Sub Inspector Navnath Rangat handled the situation with maturity, the chain of incidents could have been averted. However Rangat had blown the incident out of proportion. The report also suggests that proper action should be taken against Rangat as he was at the fault, and not Dhanda.
When contacted, the Commissioner of Police, Satish Mathur, said that he has not received any report yet and proper action will be taken against the person who is guilty.
According to Handa, the report makes it clear that the police had slapped false cases of drunk, negligent driving and misbehaving with police personnel on duty, snatching the weapon of QRT personnel, barging inside the QRT van.

“I will be filing a defamation case against the cops, who had implicated me in the false cases,” he said.

While preparing the report, Bansode refered to the CCTV footage of cameras installed near the temple and even saw a video shot by the QRT constable when the incident was happening.
Bansode stated in the report that if Dhanda was driving in an inebriated condition, then why was he tested with the breath analyzer and before registering the cases, why he was not taken to Sassoon hospital for medical check up as per the procedure. The report also states that if he was booked under IPC 353 (assault or criminal force to deter public servant from discharge of his duty) and 279 (negligent and rash driving), then he should have been arrested.
The report however also states that Dhanda’s allegations against PSI Rangat, ACP Jagdish Lohalkar and the other staff at the Vishrambauf police station, were not proved during the inquiry.
Dhanda had alleged that after he was taken to police station, he was hit by ACP Lohalkar on his head with blunt object and when his wife came there, she was also roughed and misbehaved by the cops.

“There have been times when I helped the city cops in various cases and even helped the retired police commissioner, Gulabrao Pol when he had received notice from Human Right Commission. But what I have got in return are two false cases, “ he said. He added, “I earned a good reputation in last 12 years which now the cops have ruined by filing fake cases against me. A major damage has been made to my career as advocate.”
