Implementation of National policy on urban street vendors: PMC gets street smart on hawkers

Civic body passes the long-pending policy declaring 45 main roads as no-hawker zones and charging vendors for carrying out business

Administration forms town vending committee to implement the policy; 150 chowks to be encroachment-free

What is the policy

Periodical survey to assess number of vendors
Registration of vendors with the use of GPS and bio-matrix system
Demarking areas for vendors and no-hawker zones
Maintaining vendors spots and avoid misuse of those spots
Hawkers will be allowed to carry out business only between 7 am and 10 pm
How to implement
PMC will be setting up 15 teams in 15 ward offices as an enforcement agency
Hawkers carrying out business in prohibited area will be first given warning and later fined. Even after slapping the fine if they are seen carrying out business, their equipment and materials will be confiscated and their licences will be canceled.
PMC has segregated the roads in A+, A, B and C category. 
Vendors carrying out business on roads like Fergusson Road and Lakshmi Road fall under A+ category and will have to pay Rs 200 per day as fees. Those carrying out business on A category roads will be paying Rs100 per day, B category (Rs50 per day) and C catergory (Rs25 per day).
Vendors which are currently vending at no-hawker zone roads will be rehabilitated at the 1,178 stalls constructed by PMC.
What is not allowed 
No vending of costly items electrical appliances, video and audio tapes, cameras and phones.
No hawker or vendor will be allowed to use cooking gas for any cooking purpose. In case of eateries, the vendors will have to serve only ready made food.
Vending is not allowed on those roads where there is no footpath or the roads are very narrow

While implementing the policy, PMC should think about the rehabilitation of vendors before carrying out the measure. While charging licence fee from these vendors, the civic body should not charge extra amount and focus on making roads encroachment-free

The policy is very useful for pedestrians and other commuters. But authorities should ensure that it is implemented properly. Efforts should be made that once the encroachments are removed, it should not come back

PMC has taken a positive step in making roads clear from encroachments. The civic body will set an example before other municipal corporations and commuters at large will be benefited after the effective implementation of the policy. The policy will be quite useful from vendors’ point of view as they will get authorised space for their business and will not have to worry about anti-encroachment squad

Fergusson College Road: the stretch has been selected under A+ category and there is a lot of vendors and encroachments which will be cleared for traffic. The vendors occupying footpaths also will be removed
Lakshmi Road: The popular road known for shopping will be cleared from illegal hawkers. The vendors will have to install their stalls only at 
1m x 1m area leaving rest of footpath open for pedestrians
Bajirao Road: The busy road is traffic heavy and replete with illegal vendors but now the vendors will be removed and entire road width will be available for traffic
