'Helpless' MPCB can't act against erring cracker manufacturers this time too

What’s the point of testing firecrackers for violating norms if no action follows? This is the question being raised by activists after Maharashtra Pollution Control Board (MPCB) tested crackers and sent the report to Central Pollution Control Board (CPCB) for action on companies found violating norms. However, the central body replied too late.

Now MPCB says that no action can be taken as crackers are already in the market but promises to keep a check next year.
A fortnight ago, dna had reported how MPCB Pune  and MIT Kothrud had tested firecrackers and found that 50% violated sound norms. As most of the manufacturers were out of state, MPCB had written to CPCB for permission to take action.

“We received CPCB’s reply stating that as firecrackers are already in the market, its too late to take action. We have been asked to serve notice to them to stop sale of that particular firecracker series as well as inspect premises to see if they employ any child labour and chemical content of products. We also have the power to cancel their licence for flouting rules. But all this action will be effective from next year,” an MPCB source said.

“This is the scenario every year. Crackers are already purchased by customers and nothing can be done,” said Awaaz Foundation founder Sumaira Abdulali.

“The Supreme Court’s 2005 order  on noise pollution is violated. CPCB and Petroleum and Explosive Safety Organisation must set up a panel to implement these norms. This will not only prevent production of harmful crackers but will also help to take action in time,” said Abdulali.
