Civic body gears up to give you better and safe roads

The Pune Municipal Corporation (PMC) is preparing road development design guidelines to ensure that the city roads are more user-friendly and safe. The guidelines will address the requirements and needs of all stakeholders and road users.

VK Architect and Sustainability Initiatives Trust, a consulting firm, has been given the responsibility to prepare these guidelines.

Through these guidelines, the city roads will be developed as per the norms set by various government agencies and research studies conducted by various NGOs.

Presently, the city has a network of more than 250 km long roads spread across its length and breadth. These roads include roads developed as per the specifications of development plan and also underdeveloped roads.

Sharing the details of the project, transportation planner of the firm, Nikhil Mijar said, “The plan will include how to develop basic needs on roads like footpaths, parking, crossing, disabled-friendly ramps and obstruction for parking vehicles on footpaths.”

The guidelines will be prepared on basis of norms and rules set by the Institute for Transportation Development Policy (ITDP), Delhi Development Authority (DDA), Indian Road Congress (IRC) and Unified Traffic and Transportation Infrastructure Centre (UTTIC).

Presently, projects like Bus Rapid Transit System, Metro Rail, flyovers and cycle track are considered inevitable parts of city roads. However, poor designs of these projects often make it more difficult for the commuters to travel on the roads. “Besides, there is no co-ordination among various infrastructure departments like state electricity board, telephone services, water supply department, etc. Hence, the same roads have to be redeveloped,” said Mijar.

Along with the guidelines for road development, the designs will also include the basic mistakes in the failed projects of flyover, important details in the comprehensive mobility plan environment status report, national mission for sustainable habitat and the details of roads mentioned in the 12th five year plan.

Additional city engineer (road development), Pramod Nirbhavane said, “With the merger of 28 new villages in PMC limits and ongoing redevelopment of city roads, these guidelines will help us provide better quality new roads for better service to citizens. The guidelines will be prepared within the next 12 months and we are holding meetings with all the stakeholders.”

Pune is the fourth city in the country after Delhi, Bangalore and Ahmedabad to go for having set guidelines for urban road development guidelines.

Once the guidelines are prepared, the VK Architecture and Sustainable Initiatives Trust will help the PMC in developing two city roads in accordance with the new guidelines.

The four-part process
The street design guidelines project has been divided into four distinct phases.

First phase
: The firm will compile data on road design guidelines set by ITDP, DA, IRCUT and UTTIC centres in order to fit them for city roads. Cases studies by city NGOs will also be studied. Failed flyovers, city roads and junctions will also be included.

Second phase
: Study of road network will be carried out on the existing roads to categorise them according to the hierarchy and types like arterial, sub arterial roads, etc.

Third phase
: The location of flyover, utility services, bus stops and street lights along the roads will be planned.

Fourth phase
: Develop at least two city roads identified by the PMC according to the new guidelines.
