Builders hail government move to streamline non-agriculture (NA) land process granting

Pune: A day after the Maharashtra government announced the streamlining of the process of granting non-agriculture (NA) permission in the development plan areas by doing away with the mandatory prior permission of district collectors, city builders hailed the move terming it a much needed change.
As per the decision in the Cabinet meeting here, prior permission of the district collector concerned will not be required in municipal corporations and municipal council areas where Development Plan (DP) is published.
DS Kulkarni, CMD, DSK group said,

"Earlier, the procedures for NA were very tedious and complicated which will now be hopefully more compact and easy."


Another city builder Aniruddha Deshpande, MD, City Corp blamed the government's revenue department who he said had been putting obstacles for 'obvious reasons' for the long pending reform. "The district collectorate is already overloaded with revenue and other works. Eliminating this step in getting conversion will make life easy for thousands of land owners, whose applications are pending," he said, however, adding that a lot more reforms are needed and this is a small step.
Under the new system, now a land owner will have to apply for permission for development of land to the municipal council or corporation concerned as per the DP rules and after getting the permission, the collector has to be informed of the same within one month's time.
Meanwhile Rohit Gera, vice president, CREDAI Pune Metro said that while speeding up the NA process will help reduce the holding costs, he hoped that similar logic is also applied for the environment clearances.

"Just like when land is in the residential zone in the development plan means that land is meant for non-agricultural use eliminating the need for getting non-agricultural NA permission. Similarly, environment clearances are redundant where the development plan has considered the development of land. We hope the government will streamline this too. Each step taken to reduce the red tape and to improve speed will have a positive impact to the economic activity and correspondingly the GDP," he said.
