Apply science to defence: President

Expressing concern over declining international security and the environment, president Pranab Mukherjee called for a constant review of risk scenarios so that the security establishment is ready to face any threat.

He was addressing the graduates from the Defence Institute of Armament Technology (DIAT) at its seventh convocation.

Technology 
While discussing the contribution of armed forces towards the society, Mukherjee said that the increased use of science and technology in defence preparedness is a necessity. He said that there is a  need for becoming knowledge based and developing capabilities through innovations.

He pointed out that policy making has to be proactive to identify problems, highlight trends and develop scenarios and policies to avert any crisis.

Mukherjee said that  a pool of institutions dedicated to raising technological capabilities of our defence systems should exist so that the knowledge frontier on issues of defence and security can be expanded. He said that the DIAT has to generate state of the art knowledge to fulfil the needs of our defence establishment.

Education

Mukherjee pointed out that not a single university figures in the top 200 universities of the world. He said that despite having over 650 degree awarding institutions and over 33,000 colleges,  we are confronted by lack of quality and quantity. He said that flexibility and innovative changes in higher education should be brought in so that our universities can become world class institutions. Pointing out that the country has filed only 12,000 patents in 2011, he said that China and US have filed 12 times more patents than this. He said that India has talent but lacks systems.

Woman safety
Expressing the need for strong steps to ensure safety and security of women and children, Mukherjee said that the recent increase in crimes against women and children has highlighted an urgent need for introspection so as to find reverse moral degradation in our society.
