‘We will aim to provide homes at affordable prices’

Pimpri-Chinchwad New Town Development Authority (PCNTDA), popularly known Pradhikaran, will complete 40 years on March 14. It was formed in 1972 to provide affordable housing. Pradhikaran is famous for planned development and everybody wants a ‘dream house’ in the area. On the other hand, the area is also facing problems of illegal construction. PCNTDA chief executive officer Yogesh Mhase who took charge six months ago, spoke to DNA about a range of issues.

What programmes have been planned to celebrate the 40th anniversary of PCNTDA?
We are felicitating farmers who handed over their land to the government and architects and planners who worked with PCNTDA in the initial days. Senior citizens and industrialists will also be felicitated.

How many farmers gave their land to PCNTDA? How much land is in custody of PCNTDA?
There were nearly 250 farmers but at present, their fourth generation is there. Hence, the figure will be above 2,500. At present, we have 600 acre land with us and cases regarding 741 acres are pending in the court.

What are the reasons for increasing unauthorised constructions in PCNTDA’s jurisdiction?
One of the prime reasons was the lack of manpower. We have only 90 employees and since 1990, no new staff has been recruited. The development did not take place as per the Development Plan (DP). Around 3,500 constructions were built on reserved area.

What is the focus of PCNTDA in future?
After a long journey of 40 years, it is time to retrospect. The aim of PCNTDA was to provide affordable houses to citizens. PCNTDA sold plots and builders developed them and sold them to people at high rates and earned huge money. PCNTDA and developers earned money but the common man was suffering. As a government official, I cannot comment on many issues. PCNTDA has deposits of nearly Rs500 crore and it pays an income tax of nearly Rs13 crore per year. Hence, instead of selling plots, we will concentrate on providing houses to the common man at affordable rates. All pending development works as per the DP will be completed at any cost and we will have to take steps like razing illegal constructions.
