Pune's ex-mayor, 12 others booked in urban land ceiling scam

Ulhas Dhole-Patil and 12 others allegedly used fake ULC orders to secure permission for construction, thereby avoiding mandatory ULC fees and other govt requirements.

The Pune police on Sunday booked former city mayor, Ulhas Balkrishna Dhole-Patil, and 12 others for allegedly preparing and using fake urban land ceiling (ULC) orders to secure permission for construction, thereby avoiding mandatory ULC fees and other government requirements in the Pune urban agglomeration area.

The 13 suspects, including Dhole-Patil, were booked in separate cases filed in Shivajinagar and Pimpri police stations. The complaint in this regard was filed by local tehsildar, Vivek Pralhad Salunke, who works at the Pune urban agglomeration office.

According to the police, the suspects violated the ULC Act norms and duped the state government of financial benefits. The land developers and owners allegedly prepared the fake ULC orders to grab public utility spaces for their construction.

The suspects allegedly prepared the fake orders and submitted them to the PMC and the PCMC offices to get work permissions.

The other suspects booked have been identified as Piraji Tulshiram Raut, Anant Keshav Bhumkar, Subhash Manaji Bangire, Kushaba Piraji Pule, Baban Mahadu Chakankar, Nivruti Sahadu Chakankar, Abdul Kalam Mohammed Qureshi, Ananta Chandrakant Dangat, and Bal Kulkarni (all land owners and land developers), in eight separate cases.

The Pimpri police booked Shankar Waman Jadhav, Dattatray Mahadu Jadhav and Nivruti Tukaram Jadhav, all residents of Pimple Gurav, in three separate cases. A total of 11 separate cases were registered by the police on Sunday.

All the suspects, booked by both the police stations, own land in Baner, Kharadi, Mohammedwadi, Wadgaon Budruk and Pimple Gurav.

The state Criminal Investigation Department (CID) is already probing the fake ULC order scam since 2005, in which cases were registered in the Swargate and Pimpri police stations against city land developers and owners for allegedly preparing fake ULC certificate orders.

These new cases will also be handed over to the state CID for further investigations on Monday. The police said that the new cases were unearthed during the CID probe into the 2005 cases.
