Pune Municipal Corporation’s online tender website outsourced

The civic body’s move came to light when a civic activist, Vijay Kumbhar, sought information under the Right to Information (RTI) Act, 2005.

The Pune Municipal Corporation (PMC) has outsourced the management of its website, www.punetenders.com, dealing with tenders, to a private party.

The civic body’s move came to light when a civic activist, Vijay Kumbhar, sought information under the Right to Information (RTI) Act, 2005.

The PMC, in its reply, conceded that the website is owned by Dhavangale Infotech Pvt Ltd, who had won the bid, and is hosted on the server of Balasai Network Pvt Ltd.

Kumbhar, in a letter to municipal commissioner Mahesh Zagade, has said that the ownership of all websites, including those dealing with tenders, must be with the civic body.

He demanded action against the person who took the decision to hand over the ownership of this PMC website, after inquiry.

“There has to be cent per cent confidentiality about who is buying and submitting tenders online. What is the guarantee that information would be not be leaked,” the activist said. He called for an inquiry into why an agreement was not signed with the private contractor about the website’s security.

The civic body manages its website, www.punecorporation.org, hosted on the server owned by it. It also carries the security audit of this website.

“Why is the PMC not carrying out security audit of its outsourced website,” Kumbhar said, adding that with a budget of Rs3,000 crore, the PMC can have its own server for tender website.
