Pune MLAs want pre-2005 structures regularised

The committee on biodiversity park (BDP) issues set up by the state government has recommended regularising structures built before 2005 in the BDP zone.

A majority of the members — five MLAs drawn from all parties — also demanded that new construction be allowed in the BDP zone, while making it mandatory for landowners to plant trees.

The committee stated its recommendations at a meeting held at the office of director of town planning, SD Landge on Saturday.

MLAs Girish Bapat (Bharatiya Janata Party), Vinayak Nimhan (Congress), Ramesh Wanjale (Maharashtra Navnirman Sena), Mahadeo Babar (Shiv Sena) and Bapusaheb Pathare (Nationalist Congress Party) were present.

The Pune Municipal Corporation (PMC) has approved the development plan (DP) of 23 merged villages. It is proposed to develop a BDP on 2,400 acres by acquiring the land. The DP and the proposal for the BDP are pending with the state government for approval.

According to the MLAs, there is consensus for regularising structures constructed with due permission in the BDP zone before 2005 and the same should not be razed for setting up the BDP.

There is also support for deleting areas under villages (gaothan) and the localities where rehabilitation of project-affected people has been done. The MLAs also support allowing completion of construction if permission is already given.

The bone of contention is allowing new construction in the BDP zone, which effectively means scrapping the proposal. Bapat, Wanjale and Pathare supported the idea of allowing new construction in the BDP zone on up to 10% of the land holding, while retaining the land with owners.

They suggested making it mandatory to plant trees at the proportion of 250 trees on 2.4 acres, without acquiring the land.
Babar opposed construction on the remaining area of the BDP or allowing construction of homes, where plans have been approved and construction not done.

In a written statement, he demanded that the original Green DP as passed by the PMC be approved by the state government. Babar’s demand is in accordance with his party’s stand.

Congress MLA Nimhan did not express any opinion on whether new construction in the BDP zone should be allowed or not.
