Pune Arai’s Vetal Tekdi plans may be frozen

The Pune Municipal Corporation (PMC) has opposed the state government’s proposal to change the zoning of 49 acres on Vetal Tekdi in Kothrud from hill-top/ hill slope to public/ semi-public zone, to enable the Automotive Research Association of India (Arai) a maximum total construction of 5.9 lakh square feet.

The city improvement committee of the civic body passed a resolution on March 30 opposing the proposal. It stated that part of the existing construction of an area of 56,071 square feet at the Arai has been carried out without permission.

The CIC resolution will be taken up for discussion by the PMC general body on April 20. The state government has called for suggestions and objections. The committee has recommended that the PMC register its objections to the proposal.

As per the 1987 city development plan, 5 acres at Survey Number 102 in Kothrud are marked for buildings of the Arai and the remaining is included in the hill-top/ hill slope zone. The state government has proposed to delete 49 acres of land from the hilltop/ hill slope zone and include it in the public/ semi-public zone.

The change is proposed so that the existing 2.6 lakh sq ft construction and proposed 3.8 lakh sq ft construction would be permissible.

The CIC resolution notes that in the construction proposal of the Arai submitted to the PMC, the existing construction is mentioned as 2.6 lakh square feet. However, the PMC has given permission for only 2 lakh square feet and 56,071 square feet construction has been done without permission. The civic body had written to Arai in March 2010 that the proposal of construction could not be approved, considering the development control rules. The proposed change in zoning of land was strongly opposed by politicians and civic activists alike.
