Produce records of secret service fund: High court tells government

The Bombay high court today directed the state to produce records of the Secret Service Fund (SSF) of the State crime investigation department (CID) in 2006 when former IPS office Jayant Umranikar headed it. Umranikar was former police commissioner of Pune and has also authored a book on police reforms.

The division bench of Justice BH Marlapalle and Justice UD Salvi were hearing a public interest litigation filed in August 2009 by the Citizens Organisation for Public Opinion alleging that they had lodged a complaint with the Anti Corruption Bureau (ACB) about alleged misappropriation by Umranikar from the SSF, but there was no action.

“If the funds were taken out and then reimbursed, there must be some record to suggest it was really done. It is perfectly legal to take an advance and remit it,” said Justice Marlapalle.

The petition stated that in 2006, Umranikar withdrew money from the SSF to book air tickets for himself, his wife and daughter from Pune to Delhi and back and claimed to have reimbursed it.

The tickets were booked by Pune-based travel agent, Sanjay Randive, who was a suspect in a fake passport scam which the CID was probing. Randive alleged that he was forced to provide free air tickets to Umranikar and his family for a Delhi trip in return for facilitating his bail. Randive and another agent, Thomas Tavares lodged complaints against Umranikar.

The superintendent of police submitted a report in 2008 stating that Umranikar had given the money to his junior, deputy superintendent of police Vithal Shinde, but he did not pay the travel agent.

Public prosecutor Pandurang Pol said that the government issued a Government Resolution (GR) on January 7, 2011 for `”fresh guidelines and audit” for the secret service funds.
