Pimpri Chinchwad Municipal Corporation fudged facts to get entrepreneurship award?

Shiv Sena corporator Seema Savale has alleged that the Pimpri Chinchwad Municipal Corporation (PCMC) fudged facts to bag an entrepreneurship prize instituted by the Union urban ministry for the initiative in setting up an urban transport fund.

Savale collected the details by filing an application under the Right to Information Act, 2005 (RTI). The prize comprises Rs1.5 lakh, a certificate and a memento.

The civic body has set up the fund to cover the expenditure on developing the bus rapid transit system (BRTS) routes and to supplement the grant received from Union and state governments.

The civic body has allowed the usage of additional floor space index (FSI) in the BRTS corridor, which is a 100-metre-wide area on both sides of routes for the payment of premium charges.

These charges will be deposited in the urban transport fund. The income from advertisements on the BRTS routes will also be added to the fund. The civic body has formed a special purpose vehicle for managing the fund.

Mayor Yogesh Behl and municipal commissioner Ashish Sharma accepted the award in New Delhi on Sunday.

Speaking at a press conference, Savale said, “The PCMC had hidden the information that it will suffer Rs3,750-crore loss in BRTS premium if it charges 25% of the ready reckoner rate for its feeder routes and corridors. The general body (GB) meeting held in July had proposed charging Rs300/ 600/ 900 per square foot as premium charges in zones A, B and C of the twin-township.

However, the PCMC decided to charge builders 25% of the ready reckoner rate — the rate of the land decided by the state government. This proposal was approved even though it was not tabled in the GB. The minutes of the meeting showed that the
proposal had been passed,” she said.

Savale questioned why the civic officials had hidden this information from the central ministry. The Shiv Sena had filed a petition in the high court also with this regard for violating the norms.

The civic body also misguided the central ministry regarding presenting the facts of various slum rehabilitation projects being implemented in Pimpri-Chinchwad. The PCMC had submitted wrong figures of all the projects, Savale alleged.
