Panel proposes tough guidelines to protect city’s heritage precincts

It will be difficult now to undertake redevelopment projects in the heritage precincts due to Mumbai Heritage committee’s new and stringent guidelines. DK Afzalpurkar, chairman of the heritage committee, said the aim of these guidelines is to preserve the city’s heritage precincts and at the same time, carry out development. “These new guidelines will be discussed in the next heritage committee meeting and subsequently, approved.”

These new guidelines will be applicable to Khotachiwadi, Matharpakadi and Bandra village-like heritage precincts. According to new norms, existing road and gullies will not be allowed to widen if the adjoining locality is a heritage precinct such as Dr DN Road, Ballard Estate in Fort and Girgaum. According to the new guidelines it will not be mandatory to hand over the road setback to corporation to widen the road because it can disturb the road next to heritage precinct. The present parking bylaws also will not be applicable. While granting parking, existing road width, and access width will be considered.

To maintain the characteristics of the heritage precinct, no high-rise construction will be allowed. Building height will be restricted only to ground plus two floors. “Developers will not be allowed to load additional FSI or TDR. Construction will happen within the permissible FSI,” state the guidelines. “Developers will not be allowed to amalgamate the adjoining plots as amalgamation can disturb the original footprint,” said heritage committee member requested anonymity.

Another heritage committee member feels that the new guidelines will stop the city’s development. “Virgin land is hardly available. If the same restrictions are extended to the heritage precinct, then, who will come forward to undertake the redevelopment projects in heritage precincts? If a road is not widened, then where will vehicles be parked?,” he asked, adding he will raise this issue in meeting demanding amendment in guidelines.
