Keeping the focus on the on-going projects, Brihanmumbai Municipal Corporation (BMC) is planning to increase its revenue without giving more facilities to the city.

The BMC has decided to complete the on-going infrastructure work before starting any new projects. Completing old projects will be the prime focus of the municipal corporation.

Open spaces will be the top priority as extra funds will be allocated especially to acquire the civic plots given to the private owner on lease.

The civic body is planning to increase development charges on the proposals of new constructions, increase in water tax and sewerage tax.

The new property tax system on capital value is on the cards. The BMC is still unsure about imposing it from this year but if the commissioner decides, it could be imposed from 2012-13.
As per the Maharashtra Fire Act, citizens could be charged for fire protection against the services rendered by the fire department. But administration is unsure as to how to formulate a model to implement it.

The only silver lining in the budget to be announced by municipal commissioner Subodh Kumar on Tuesday for the financial year 2012-13 will have ward-wise development scheme. The scheme, which will be introduced for the first time, will address the projects proposed by the corporators for their wards.

“Last year, like every year, the group leaders demanded extra development fund. Kumar has assured that he would look into the matter. However, he is likely to reject the proposal of directly giving more money to them,” said a senior civic official on condition of anonymity. “Instead, he insisted on showing the projects which will get sanction from the administration, if they are approved by the commissioner.”

Each corporator gets Rs35 lakh a year under the corporator fund and additional money under development fund. The development fund was up to Rs65 lakh but Kumar cut down on the development fund last year.

From this year, each corporator will be asked to submit his ward’s plan and his requirements with detailed project.
