Non-recovery of Rs1,120cr from MIAL, absence of slum survey questioned

The Comptroller and Auditor General (CAG) has come down strongly on the Slum Rehabilitation Authority (SRA) for not conducting a survey regarding the number of slums in Mumbai, and on the state government for failing to recover Rs1,120 crore from the Mumbai International Airport Limited.

The report also criticised the government for the failure of its Dharavi Redevelopment Project, noting that the project was sanctioned in 2004 but failed to take off till September 2011.

In its report, which was tabled in the assembly and council on Tuesday, the CAG noted that while 1.27 lakh eligible slum  dwellers were allotted tenements, only 9,547 were issued photo identity cards till September 2011.

It said that no survey was carried out despite many complaints about the list of eligible slum dwellers. A survey would have given a baseline figure of the number of people who needed to be housed.

The SRA is headed by the chief minister and other members, including secretaries of housing, urban development, and law and judiciary.

The report noted that the time schedule of three years stipulated in SRA redevelopment agreements were not adhered to in a single case and criticised the SRA for not laying down norms for minimising time overruns and penalties for delays.

The CAG also criticised the government for non-recovery of dues from MIAL which is redeveloping Mumbai airport. The project involved shifting the slums abutting the airport into houses being built for them by a builder, HDIL which received land for the same. The cost of the relocation was to be borne by MIAL. The CAG said at a conservative estimate of Rs4 lakh per rehabilitation tenement, the amount recoverable from MIAL was Rs1,120 crore. Until October 2011, this amount was not recovered.

Further, the state at the request of MIAL extended its deadline for the project but never collected the amount which works out to Rs84 crore. It also noted that in all the slum rehabilitation schemes, the SRA approved relaxation of norms for ensuring open spaces.
