MTHL contractor won’t make a killing on toll collections

The successful bidder for MTHL have to give the collections above a specified traffic volume to the MMRDA.

While the Maharashtra Navnirman Sena (MNS) is protesting against the alleged windfall gains by toll operators, the successful bidder for the Mumbai Trans Harbour Link (MTHL) will not be able to make a killing on toll collections.

Reason: He will have to give the collections above a specified traffic volume to the Mumbai Metropolitan Region Development Authority (MMRDA).

Moreover, the concession period (the period in which the bidder collects toll) will rise or decrease in case the traffic volumes are lower or higher than expected, said a senior MMRDA official. This is in accordance to the Planning Commission’s Model Concession Agreement for public-private partnership on highways.

He said that subject to ceilings, the concession period for the MTHL would increase if the traffic grew below the expected levels during the period and if the traffic growth was higher, the agreement ensured that the concession period would be reduced. The bridge is expected to get traffic of 68,000 passenger car units (PCU) daily in the first year, and this will rise steadily and saturate later, with a design capacity of 1.50 lakh PCUs daily.

“If the numbers of vehicles using the MTHL are over 120% of the estimates, all the revenue generated from these vehicles (above 120%) will come to the MMRDA and not to the concessioner,” he added. Passenger cars will be levied a toll of around Rs200 for one-way trip, while that for buses and trucks will be three times more.

The MTHL, which will be constructed on the design, build, finance, operate and transfer  basis, will have a concession period of 45 years, including the construction period.
