In order to keep the citizens away from the scourge of corruption, DNA has initiated an anti-corruption campaign - ‘Grounding the corrupt’. The overwhelming response to this campaign has reinforced the cause, the campaign aims to serve.

Citizens from all parts of the country are writing to DNA about their brush with corruption and red tape. This series highlights day to day corruption woes of ordinary citizens. It includes corruption involved in procuring basic tools like a ration card, passport or a driving license. This might well include corruption involved in either getting a birth or death certificate.

The communication might also include a case of either a delayed or rejected income tax refund as also an insurance claim denied by the public sector insurer. To widen the scope you may also send us corruption or red tape episodes spanning small, medium and big business. DNA would ensure your identity is protected so long you present a genuine case backed by documentary evidence. Each case would be scrutinised for its veracity.

Allotment woes

Case study: This is a case of an elderly man who is fighting for the last 40 years to get possession of his flat from Bihar Housing Board (BHB). The complainant booked his flat in 1972. The complainant alleged that in 1983 he was allotted a flat but was not given its possession. “I went to the Patna High Court and in 1996, the court awarded the possession on a payment of Rs80,000 to the BHB. “But instead of providing possession of the deserving flat, I was offered a small flat at the old price by the BHB officers charging an additional payment of Rs38,514 in 1996,” he said. The complainant sought justice from court which again ruled in his favor in 2009. But he is yet to get the possession of his flat.

De-sealing of flat

Case study: A flat owner who sought de-sealing of his own flat had to allegedly struggle for six years to get the same done even as he submitted relevant documents to the authority. The complainant alleged, “I was asked to submit the regularization plan along with the prescribed fees. Even after completing all my formalities and depositing necessary charges for getting my property regularized, I was harassed with authorities citing lack of proper home work. I wrote many letters to relevant authorities, Lieutenant Governor of Delhi and even filed an RTI.” Finally, even as he was allegedly harassed for not agreeing to pay bribe, he managed to get his flat regularized using the RTI route.

Case study: This is a story of citizen power versus the power of the system. A few months back in Bangalore, a local resident with the support of others fought for a public cause of installing two bus shelters in Whitefield area of the city. The act met with a lot of resistance with local politicians keen to thwart the effort but citizen power ultimately prevailed. The proposal for the twin bus stands for commuters was allegedly stalled on various grounds including lack of funds and requisite approvals. But the group of citizens persisted and invited funds under the PPP model and the bust stands now stand erected.
