The Shiv-Sena BJP opposition in the legislative council on Wednesday blasted the Maharashtra government over failing law and order situation in the state.

Leader of the opposition in the council Pandurang Phundkar said that this year’s state budget had made very “little provision” for the home department. “On one side, the law and order situation in the state is on the decline and on the other the state’s budget has allocated just 3.6 per cent of fund allocation, which is very little,” Phundkar said.

He said that crimes against women were on the rise with 16,610 cases registered in 2007, rising to 17,510 in 2008 and 16,620 in 2009. In 2010, the figure touched 18,000. He said that according to the state CID report, the crime rate in the state has increased by 18% in the last five years. He also stressed on the lack of proper police housing in the state, adding that some policemen in the state were houseless.

Phundkar said that the state government should also upgrade the vehicles provided to the police force. “The escort jeeps are so bad in shape that we can’t even accelerate its speed up to 60kmph. If this is the quality of vehicles, how would we chase and nab criminals,” he said.

Shiv Sena MLC Ramdas Kadam sought government’s explanation over poor quality of bullet-proof jackets. He demanded to know what has happened to the Ram Pradhan Committee report that had been submitted after the 26/11 terror attack. “I want the home minister to answer what happened to the recommendations of the report,” he said. Shiv Sena MLC Neelam Gorhe said that the home department had been suffering losses due to poor planning of schemes.

She said that in 2008-09 the number of bullets procured for police force were less than the required stock due to lack of availability of funds. She said the upright lady police officers like Swati Sathe were being harassed by her colleagues.

BJP MLC Vinod Tawde said that the government should have better control over IPS officers in the state. He said given the rise in crime rate and increasing activities in areas like Mira Road, Bhayander and Vasai, the home department should think of having a separate police commissionerate for these areas.
