Maharashtra govt to tweak rules for memorial

Entire Indu Mills land to be used for Ambedkar monument; TDR generated on plot will be given to NTC as compensation

The state government has swung into action to construct a memorial of Dr BR Ambedkar on the entire 12.5 acres of Indu Mills land in Worli.

The government has decided to impose a land reservation for the memorial on the Indu Mills land to generate transfer of development rights (TDR). The TDR generated on this land will be given to the central government’s National Textile Corporation (NTC) as compensation. This way, the state government will not have to pay money to the Centre.

“We are exploiting all possible options within the legal framework. We are happy that the main hurdle of compensation will be sorted out because the cost of the land is enormous — almost Rs4,000 crore,” said officials working on the project.

Besides the commitment given by chief minister Prithviraj Chavan, civic chief Subodh Kumar is also playing a crucial role in helping the Ambedkar memorial materialise in Central Mumbai.

The government has also formed a committee under the chairmanship of the Centre’s textiles secretary to resolve all legal issues related to the memorial.

“The government has a right to impose a reservation on the Indu Mills land. For that, an amendment in the development control rule (DCR), 1967 can be made with the prior permission of the ministry of environment,” said a senior civic official.

As per the ministry of environment and forests, development in a coastal regulatory zone (CRZ) is governed by DCR 1967, as amended up to February 19, 1991. According to this, an industrial plot in a CRZ can be used for specialised industrial activities, with the only exception being the creation of a movie theatre.

“It cannot be used for any other purpose. Even the municipal commissioner, with the approval of the BMC, cannot propose an amendment in this regard. However, now that amendment will not be applicable to the Indu Mills land,” clarified the civic official. Vijay Kamble, president of the Samajik Samata Manch, welcomed the government’s decision.

“It shows the government’s seriousness about the project. The Ambedkar memorial is very close to our hearts. We are happy that the Centre is giving up the entire 12 acres of Indu Mills land for the memorial. I request the authorities concerned to resolve all issues pertaining to the memorial,” he added.
