The Maharashtra commissioner of co-operatives, Ram Gopal Dewra, has denounced the manner in which a senior officer on his staff, the deputy registrar of co-operative societies, Pune City-I, has consistently ignored citizens’ complaints on housing society matters.

In an exclusive interview to DNA, Dewra categorically stated that housing societies are his department’s responsibility. “In Mumbai, housing society matters are top priority for the department. In Pune, the quantum of complaints is much lower since there are only 15,000-odd registered societies. But the deputy registrar cannot say they are not his priority. It comes under the purview of his office and he must look into the complaints,” Dewra said firmly.

The deputy registrar of co-operatives, Pune City-I, Kiran Sonawane, had told DNA that housing society issues were not his priority, in response to allegations by residents of Bramha Horizon, a society in Kondhwa, that his department was ignoring their complaints.

He had said that credit societies were his priority. Sonawane’s statement was startling because the deputy registrar is the first tier of grievance redressal available to members of housing societies.

The authority is equipped with quasi-judicial powers to help regulate the functioning of co-operative housing societies in the state.

Dewra said he had received complaints against Sonawane and his attitude towards citizens. “We are seized of the issue,”
he said.

Responding to Sonawane’s contention to DNA that lengthy complaints sent to his office by citizens were a “waste of time” of his staff, Dewra said, “We do receive lengthy complaints by citizens, which happens due to lack of awareness amongst citizens regarding procedures. But we should reply to their contentions and guide them. We cannot ignore them.”

He clarified that the registrar’s office is not short-staffed and is well equipped to handle the number of housing societies in its
jurisdiction.
